The layout at Abiko was designed by Japanese golf course architect Rokuro Akaboshi, who, with his brother Shiro, was a keen student of golf design. The Akaboshi brothers paid close attention to the work of Charles "Hugh" Alison as the great British designer travelled through Japan in 1930. During this trip Alison designed (or redesigned) some of Japan's greatest courses, e.g. Hirono GC, Kawana Hotel (Fuji course), Kasumigaseki CC (East course) and Naruo GC.
